Background
Our client was developing a Class 3 Estimate for a Water Recycling Process in Evaporation Pond 7 (EPWR) at Olympic Dam in South Australia.
MGA were engaged to provide External Benchmarking Data to validate the Class 3 Estimate.
WHAT WE DID
A completed EPWR estimate breakdown was provided by the client. MGA performed a scope alignment and normalisation exercise to maximise like-for-like comparability between the EPWR estimate and the external benchmark dataset from other projects of a similar nature in our library. This included mapping EPWR WBS elements, packages, and key items to the closest equivalent benchmark scope boundaries for each metric (capital intensity, facilities, and commodities) and checking cost allocation consistency (for example facility versus commodity allocation). Residual differences that could not be fully normalised were explicitly noted as limitations and were reflected in the interpretation of results (including treatment as directional where peer n is small). MGA populated the client’s External Benchmarking Workbook with the anonymised data from the other projects.

HOW IT TURNED OUT
Benchmark data was successfully derived and graphed at Capital Intensity, Facility and Major Commodity Levels as detailed below:
- Capital Intensity:
- RO-aligned $/ML/Day treated
- RO-aligned $/Tonne/Day chloride removed
- Facility
- Water Treatment $ML/Day
- Substations and Power Distribution $/kVA
- Commodity
- Structural Foundations $/M3
- Steelwork (Light) $/Tonne
- Steelwork (Medium) $/Tonne
- Steelwork (Heavy) $/Tonne
- Tanks $/Each
- RO Plant $/Each
- Non-ferrous Piping $/M
- Substation Package $/Each
- Transformers $/Each
- LV Power<1000V $/M
